Summary of Actions Against Illegal Gambling Operations
In 2024, Turkey’s Ministry of Treasury and Finance (MoTF) uncovered a total of 233,000 illegal gambling websites. This marks a significant increase compared to the previous year, when 168,000 sites were identified. All of these websites were reported to the Ankara Chief Prosecutor’s Office and the National Cybercrime Unit for legal action. Additionally, Turkey’s National Lottery Administration (MPI) filed requests to block access to these sites.
Currently, the state-run gambling operator, IDDAA, remains the only entity legally permitted to offer online gambling and betting services to Turkish citizens.
Statistics for 2024: Origins of Illegal Websites
According to data provided by the MPI, the majority (56%) of the illegal gambling websites were based in the United States. Other major sources included Armenia (17%) and the Netherlands (6%).
Mehmet Şimşek: “The Fight Against Illegal Operations Will Continue”
Mehmet Şimşek, Turkey’s Minister of Treasury and Finance, reiterated the government’s commitment to combating illegal gambling activities and financial crimes. He stated:
“We are determined to prevent unregistered economic activities and financial crimes that lead to tax evasion and harm our citizens. We are taking all necessary measures to fight illegal betting, virtual gambling, and unauthorised lotteries, and we will continue to do so.”
Focus on Unauthorised Lotteries
Another area of concern has been unauthorised lottery draws. In 2024, the National Lottery Administration (NLA) filed criminal complaints against 286 such activities, calling for legal action against the companies and individuals involved. Şimşek highlighted the potential penalties, stating that organisers of unauthorised lotteries face prison sentences of up to six years and fines.
“Permission is required to organise any type of lottery or draw, whether involving paid or free goods,” he added, emphasising that efforts to combat illegal operators will persist without interruption.
